The bathroom is the only place that initially requires walls for privacy. The rest ... bed, kitchen appliances etc can remain on the lawn.
The money factor: I have played this both ways. To add a level of difficulty Zero Simoleons is desirable when adding a Housemate. But as long as no more that 20,000 is added it is still acceptable. Personally it makes the beginning too easy so if the incoming Sim has money I use the money cheat in the guidelines to deduct that amount.
