Hmm, yes, Unfortunately, hopefully this isn't the case, maybe @SimGuruDaniel @SimGuruDrake or @SimGuruNinja could answer the question of whether The Sims 4 could support it. Pretty Please Answer when possible.

Another option would be to get this world divided into two different "worlds" (kind of like Newcrest and Willow Creek) : North Suset Valley and South Sunset Valley.
If they really wanted to do this I'm sure they'd find a way.
