@Rawla Nevermind, I think I figured it out.
Turns out your Sim needs to have met at least one Sim before they can wish for romance. If there's no Sims in the relationship panel, then there's no wish for romance option-- which is why if you delete your clone (and they subsequently disappear from the relationship panel), the romance wish option goes away.
I updated the guide to include the even easier fix-- meet someone on the street before you go to the shelter! At least it's simple.
