The best 15 Simoleons you will ever spend. A Base Game item (Surfaces>Comfort>Dining Chairs) and often available at the Flea Market for 11 Simoleons. The item can be copied ad infinitum for 15 Simoleons each time.
The challenge is associated with No Skills, No Problem scenario. But the limit is no gardening or dumpster diving, just transforming these chairs. So your Sim will have to become a Scientist to get the SimRay with the Transform Object upgrade. This can usually be done by Thursday. Feel free to Quit Work after using up Vacation Days.
Photography can help get you started, plus beachcombing and collecting. You can make it harder by purchasing vacant lots to start with, so you need to scrounge up enough for a tent etc. The mark up on Flea Market furniture purchases can help here. Repeated visits after selling Selfies and photos of your new abode will soon turn into enough money for the basics.

This is a pretty bad result, I've converted the chairs to Schmapple ovens and refrigerators, chess boards, expensive BBQs, all sorts of things. Still a decent mark up though and the SimRay can put out any fires if you're fast enough and the saved items can still be transformed.
