It looks like Caleb can still use another pen pal or two, so please check out his profile to see if he would be interesting for your Sim.
We don't have an official application: just post a profile somewhere (Here, on your blog, on a thread) and link provide us with the link. Then, choose a pen pal and you're ready to go!
For the profile, you're welcome to use the questionnaire I have my Sims fill out--just check out on of my Sims' profiles, and use those same questions. Or you can make up your own questions or use another format, if you'd like.
