While there are a few style types that would need the devs to add a few more outfits male adult formal swimming for everyone, some in the childrens catagories, most of them have a decent variety. There are heaps of the default outfits which are what you are going to see most of the time, quite a few summer ones, less winter ones, but the winter cloths are pretty restricted.
They also have multiple swatches for each outfit, so two sims might be wearing the look but still look different. Most of them seem to have about 5 swatches (some of the base game and early pack have 3-4).

Stuff packs range from 1-4 styled looks per pack.
If you have the base game, university, cats and dogs, seasons, parenthood (which seem to be the most popular packs) you have 19 (98) default outfit styled looks for females and 20 (85) for adult males. These are what you would see most of the time. Admittedly winter outfits are more limited, but so is the pool of cloths that you can actually pick from, as I said earlier.
I just had a look in manage worlds in my current game and there were about 50 townies sitting in other households tab. Split in half and even without taking the swatches into account, you should only have a few townies wearing the same outfit. Add the different swatches and download a few styled looks from the gallary and there would be less chance of townies with duplicate cloths.
There would need to be a way to block some of the styled looks from going into the townie outfit pool though now that I've thought about it a bit more, to keep some of the costumes and other outfits that you feel inappropriate (vampires styled looks and the ones from Dine Out come to mind) out of the pool.
