Water Pump?

Can anyone help me where the water pump is? They mentioned that it would also be a source to gather water in off-the-grid lots. I remember seeing it, but can't locate it.. I searched the off-the-grid category, outdoor categories like statues and activities, fountains, debug, nope, nope, nope. I know, some items are notoriously hard to find like the kitchen shelf from tiny living as they don't turn up in half the categories they should turn up in. But I'm a bit stumped as to where to try it now..
