If that was the case, they would sell us world packs like The Sims 3.
It makes 0 sense to limit the amount of lots, but then not offer us an alternative to buy some outside of Expansions. They’re getting the same money regardless.
It’s more of an issue that TS4 worlds are built from the ground up.
It’s not a matter of editing some flat terrain, throwing in some trees and building some lots.
The Sims 4 worlds are sculpted from scratch, and that probably requires a whole team rather than a few employeees using Create A World.

Maybe, but I'm not convinced that it's all about enticing us to buy packs. There are plenty of reasons to buy the packs and plenty of reasons not to, but I can't imagine many simmers are making the decision based on the extra lots provided.
And they did give us Newcrest for free.
I’d say it’s more of an issue of resources. SimGuruDaniel said they wouldn’t have the resources to sell World Packs on top of GP and EPs.
SimGuruDaniel also said he worked on Newcrest in early 2015, which means it took several months just to copy and paste Willow Creek and make some background changes so it looked different.
