Seeing as how I enjoy horses in TS3: Pets, sure, I find it would be a great addition to the game. Especially as I plan to create TS4 versions of some of my TS3 Sims, most of which reside in Appaloosa Plains and have horses.
As I sit here frustrated trying to learn how to recolor a clothing item in Sims 4 Studio to better match the colors of a catalog model's outfit that I based a Sim on--TS3's color wheel. That was quick and easy to get just the color I wanted. For many base (and EP) game items, there just aren't a large number of color swatches. And TS3, not really either, which was, in part, why I used it so much. Thus, it would really aid my creativity if the color wheel were to return, at least for CAS items. I did, however, use it to recolor the fire apparatus to have different liveries for each station in each world--just like different towns have different liveries on their apparatus.
