Having an open world would mean loading more assets and data and it would probably end up being really laggy. I launched The Sims 3 the other day, and it takes a long time to load the game. Like usa3766, I also have a gaming pc and the load times in Sims 3 are ridiculous. The Sims 4 has very short loading screens that I don't mind that much. My biggest problem with the 'openness' of the world though it how the a loading screen is needed when you want to visit a lot in the same 'sector' as where your are (i.e. your neighbour). Rebuilding the whole game to be open world would be a serious overhaul, rebuilding a lot of the engine. But making it semi-open and letting me at least explore my 'sector' without a loading screen would be much better.
And yeah, having bigger neighborhoods with be nice.
The list of things to fix is really good; I think patching in a lot of those mentioned features wouldn't be too much work - and would be much needed.
