Personally, I play with all occults, but that's no reason not to have toggles to allow or disallow them. If nothing else, being able to toggle them all off might get some very vocally anti-occult players to calm down when a new occult pack is released.
Exactly, and occult lovers like us wouldn't have to deal with their favourite occults being nerfed beyond recognition just because other players whined about them. Toggles and options are the key to happiness: Don't like a feature? Just switch it off! Fortunately, the game has gotten better in this regard lately, allowing us to disable features like NAPs, lifestyles, and werewolves running around in wolf form outside of Moonwood Mill. I assume Horse Ranch might come with a similar toggle to disable random horses outside of Chestnut Ridge. Now if they could also get those toggles to work properly, that would be even more awesome. Because my chickens and cows are still ageing and dying even though I turned that off in the settings.
As for what the next big pack could possibly be... No idea. I don't think fairies will come in their own separate EP, but I also didn't think horses would, so who knows. I'm trying to build a casino in Del Sol Valley and would appreciate gambling machines, but that's not very child-friendly and therefore unlikely. So I'll just wait and see...
