why cant i place stairs in my basement

Have you tried turning on the move objects cheat? Sometimes when something won't go where I want it, I turn that on to place it and then I can see why it wouldn't place before. Or sometimes it just works after using move objects and there doesn't seem to be a reason it wouldn't before. If you don't know how to use it:
1. Open the cheats box by pressing the shift, ctrl and c keys at the same time.
2. Type bb.moveobjects on in the box and press the enter key.
3. Choose the stairs you want to use and place them.
