Autonomy Off doesn nothing

I´ve had this issue in Sims 4 for a very long time, but it has gotten worse and worse and after having not played for a few months I played again and found the issue even worse than before. Namely:

I play with autonomy OFF but I have to keep checking if I really do, since my sims constantly do things on their own. It doesn´t matter weather I have no mods or have plenty mods. If anything with mods it gotten better in the past, not anymore however. If I wanted a tug of war with my sims I would play with their autonomy intact.

I expect my sims to stand still and at the very worst do thing in the place I left them, without taking even a single step when I have autonomy off. And all of my sims, no exceptions. 
I also expect my commands not to get cancelled apart from if I am the one cancelling them, nor should my commands get overwritten by other commands randomly OR because I cued up another command. I do give multiple commands to my sims for a reason and also I give them the command in a specific order for a reason, so with no autonomy I see no reason for the commands getting switched around either. EXAMPLE: I go to take care of my infant, have them be fed bacuse they are hungry, followed by a hug.... no reason for my sim, which accoording to my settings has no autonomy, first cheering the kid up, then hugging them and then rocking them, while the feeding action is still in cue but got skipped OR got cancelled at some point alltogether. I literally can´t even skip to another sim in the householf because it´s just some random chaos... if I want to watch a random video I go to YouTube, instead of playing a game. 
It sucks the fun out of the game and has been more often than not the reason I stopped playing again, No other issue has soured my gameplay experience than this and it has gotten really really bad. 

Please fix it and give me and everyone else who wants it the fully autonomy-less sims that used to be aviable in all the predecessors and seem to have been in this one as well at some point to some degree.

    This is more to do with autonomy being out of wack for infants than anything else. Everything the infant does will disrupt other sims, while they can't disrupt the infant from doing anything. The more milestones they have and more action options the infant has.  So if they stare at a toy a parent can't do anything until they stop that.  I usually just play from the infant POV else nothing gets done. Certainly when they can creep it's super annoying as they will hop everywhere and cancel any action on them continually. And you can't stop them moving around as it's not in the que.  I often have to cancel their actions so a parent sim can put them to bed or feed them etc. I'm always very happy once they have hit their last milestone and I can age them up.
