    This has been confirmed to me by SimGuruNick over on twitter to be working as designed. I find it VERY annoying but apparently it was a design choice so that they could have multiple turban designs that were not tied to specific hair colours.

Hi, 

I think all colours default to that brown, not just the blonde.
