    This has been confirmed to me by SimGuruNick over on twitter to be working as designed. I find it VERY annoying but apparently it was a design choice so that they could have multiple turban designs that were not tied to specific hair colours.

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.75.125.1030
What expansions, game packs, and stuff packs do you have installed? City living, Cats & Dogs, Seasons, Discover University, Vampires, Parenthood, Tiny Living, Laundry Day.
Steps: How can we find the bug ourselves? Put a hijab or turban from the City Living expansion pack on your sim.
What happens when the bug occurs? The color of hair under the hijabs or turbans is the wrong color.
What do you expect to see? The color of hair under the hijabs and turbans being the correct color.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

The color of hair under the hijabs and turbans from the City Living expansion pack is a light brown with each hijab and turban and with each color.

I believe this is unfortunately by design, it was addressed by a Sim Guru awhile back if I recall correctly.
