I'm going to change this to by design and ask everyone to report in feedback as I agree that it's not really a bug but was hoping there's a chance of changing it nonetheless. I will leave this on the list for highlighting
Anyways, I doubt they ever will at this point

Do you have a reference to where the gurus have said that I can't find a reference I just see it stated over and over again on the forums that genetic lots don't have NPCs spawn.
I tested this in my game and it seems like the don't get visitors.
This is what the tool tip states:
I am not sure if this means you can invite people to the lot or if they will spawn on the lot.
Players state it over and over but Gurus ?
I don't think I've seen an actual statement but then again, I'm not that active on the official forum
I'll leave it as by design for now.
The message doesn't really say anything either way in my opinion
