Can't host weddings on National Park lots

Sims cannot host weddings on National Park lots. I think this is an oversight and not a glitch, but I am wondering if anyone else had has this problem as well. I've attached screenshots from my game ...

Then I would like to understand why it was designed that way. From a player perspective, it makes no sense
