CAS glow
When I download a sim from the gallery, even if I don't have cheats on, it somehow shows all the hidden outfits and clothing options, including those for tattoos. It doesn't matter how old the sim is...

It might be that the Sim you have downloaded from the gallery has already been used in a household that has been used for gameplay and has unlocked things in CAS. This means that the unlocked items will show up for that Sim you have downloaded.
maybe bc if I just downloaded base Sims from the gallery with no clothes or tattoos, it works fine...🧐
