Excessive skygazing by vendors and employees
I was told this is feedback even though it is making market and retail lots almost unusable... any sims that are on the same lot with their partners are aren't the played sim will excessively skywatc...

Do you have the "Get Famous" expansion pack? Premade sims will be assigned to the vendor and employee roles if you have this EP in the game. (If no Get Famous, the game will generate new NPCs instead.)
If those premade sim NPCs aren't single. When there are partners on the same lot, they will be "Lovestruck".
