[Feature] Allowed and Banned Autonomy (based on Clubs from GT)

I know that Sims 4 gets some flack for recycling/reusing packs themes and features, but I see it more as evolving and improving upon itself. With that in mind I think it would be a great idea to recy...

I usually play with autonomy off but would definitely be interested in a feature like this.
