Thanks for reaching back out and sharing your feedback on this! I can help clarify what happened with your original bug report- we investigated into your report and found that this is a current design choice.
If your Sims go out and travel together, but your Sims are not in a group, they will not always sit together or perform actions together. To form a group and ensure your Sims are all interacting together when going out, you can click each Sim, and select Actions-> Form Group. This will allow your Sims to all sit together and interact without each Sim wandering off to perform their own actions.
As for reporting any other bugs you're experiencing, please don't hesitate to continue to let us know what you're seeing! If something doesn't look right in your game, we want to know about it so we can investigate. If we set an issue in a declined status, that certainly doesn't mean it shouldn't have been reported, it means we've taken a look at your report, investigated, and determined it's by design, or not classified as a bug. We'll then provide an explanation for why the report was declined. This is not to discourage you from reporting issues, but rather to provide more details on what you reported.
When we've determined something is not a bug, you are more than welcome to provide feedback on that particular design choice, which we'll then send to the Maxis teams for further review.
