'Sounds more doable as a Sims spin-off rather than an expansion pack. It would be a spin-off sort of like Sims Medieval, but not limited to just medieval times or the gameplay of it. If the developers considered this, "Sims: Through the Ages" could start off as its own Base Game, with maybe three neighborhoods. By community vote there could be three different time periods chosen for each neighborhood. Then, when that has run its time, expansion packs of other time periods come to play, likely following the trends given by the original community vote, thus what placed fourth, fifth, sixth and so on. Game packs would probably be a good realm for "unique mixtures" of time periods, such as the forementioned steampunk and for the more fantasy-based themes. Stuff packs, over course, could fill in CAS, Build/Buy and certain gameplay the BG, expansions and game packs weren't able to include. Kits, of course, would simply help provide more time period related items for Simmers who are focused mainly on certain time period aesthetics.
If this approach were considered, it would of course do well for the developers to create a more up-to-date (and hopefully flexible) foundation than that of the current Sims 4.
