I am experiencing this as well. Parks are one of the few lots where kids spawn so it is ruining my game a little. I love the animation but they also have to tune that down.
Just wanted to add that I spent the last two hours experimenting. Temples always spawn two couples. Parks never had less than two couples. If I went into a parking lot during the hours where children do not spawn there would be as many as five couples.
The only way to not get couples is with the singles lot trait. But this would lead to a near empty park. As those Sims walk around the lot and don’t actually enter.
The best way to achieve a somewhat pre-lovestruck park experience. Is to load into parks weekdays after three but before seven. Or during the day on weekends. But this will still give you at least two couples doing the stargazing animation.

I do think that we should allow issues like this to be treated like bugs. Just because something is working as designed it can still destroy the game as much as a bug could. I remember that sims smelling the ground everywhere was treated as a bug and was eventually solved.
I feel very strongly about this change in how sims spawn on lots because I really enjoyed going to different lots to meet different sims, this is completely gone now or severely reduced. The same couples show up everywhere now in way too large numbers. And they are also dating, why would I want to talk to them?

It's funny, I use the National Park lot trait if I want a quiet date spot for my Sims because they rarely get many visitors. But today my Sims arrived at a deserted National Park, put their little blanket on the ground and placed their picnic basket down. They served their food, they gazed lovingly into each others eyes...and immediately they were surrounded by stargazing couples who trampled over their blanket and stole their food!
The park literally filled up, it's very small with 3 log benches and a picnic table and all were full. They also kept interrupting my Sim's conversation which is nearly as rude as stealing sandwiches!
