Lovestruck sims spawning on all lots?

After only reading about people's experiences, I tried myself today with my save file.

I visited a park in Chestnut Ridge. I used mccc to allow 30 people on the lot (the default is 20). After a few minutes, the game spawns at least 3 couples. As I have the "Show Sims Info" mod, I can identify that their role is related to EP16 (Lovestruck).

It would be cute and lovely if it's only 1-2 couples and has the more rare chance to appear such as 10-20% or 50% at most. It shouldn't be every time like the current situation, especially the place that shouldn't spawn such as temple ruins. This should be tuned!

What happens when the bug occurs? Every bench and picnic table is cluttered with couples sky watching. this goes on indefinitely. The action never times out or seems to stop. If your sims perform the watch the sky action it never times out or ends, I have to manually cancel it it or it will continue until the sims expire from unmet needs. This is way too MUCH and needs to be tuned
What do you expect to see? I expect to see couples perform the sky watching action and for it to end within two hours.i expect to see fewer npc couples on a community lot, no more than two max please! I expect my sims to perform the action and for the action to time out without manually canceling it
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.

There are too many couples performing the sky watching action and it never ends! Please stop this!  We need fewer npc couples on a community lot, no more than two max please!  Every bench and picnic table is cluttered with couples sky watching. this goes on indefinitely. The action never times out or seems to stop. If your sims perform the watch the sky action it never times out or ends, I have to manually cancel it it or it will continue until my sims expire from unmet needs. This is way too MUCH and needs to be tuned. The watch the sky action is unusable and the constant sky watching couples is weird and annoying and disturbs the game play

I had 7 couples all paired up and gazing at the sky at my science park in Strangerville today. They all sat there all night from about 11pm till about 7am. But I noticed that as some couples eventually started to leave, others immediately arrived to take their place so that there were always 7 couples on the lot. That's the first time I've noticed that. It's almost as if it was a quota. The lot is a National Park lot type. It used to be really quiet there before Lovestruck.

Some couples are in the attached image but there was also another couple nearby.

It looked even weirder because it was Strangerville! 

As far as I understand this is because the lovestruck pack adds a new NPC job role. And it's a job role that I have never seen before in my 10 years of playing the sims4. It's a NPC job role which shows up on ALL lots (what job role does that!?) and it doesn't feel like any consideration was taken in mind when it comes to spawning other sims on the different lots.

It's incredibly destructive to normal gameplay, less people spawning in gyms, barely any kids spawning in parks. It ruins the whole social interaction between sims because why would you want to interact with adult couples going on dates? They just sit down and spam the cloudgazing mechanic anyway IF they find a park bench, if they don't find any they just go to the lot and stand there, not doing any interactions relevant to the lot.

It ruins NPC sim spawning for any pack that has been released and will ruin future packs as well.

Maybe this thread should be moved to bug reports?

I'm guessing that your businesses in the upcoming business expansion pack are going to be ruined by this since they spawn on every lot in the game.
