Merge Sims with SimCity
This would actually be an idea for the Sims 5. Merge the Sims with the SimCity. You can imagine the joy it would bring. Create and manage cities, create and manage houses, create and manage characters...

That doesn't mean they cannot start the same thing or something similar once again.
I would think EA would have had to release SimCity in order for another company to make City Skylines. EA has gone after other companies for making sims like games in the past. They are moving on to other games and I don't see them restartng a studio they shut down. You can ask @Writin_Reg .They own EA stock and would know more about it.
