yes very much this can be done, at least in Sims 3. Like @Rosemow said if you use that mod you can do it.
And I thought I saw a way to do it in Sims 4. How not sure though.
What @SheriGR said is something we don't have and I agree we should have that. Right now in TS3 the game assigns a Sim a certain amount of funds, when you create a new Sim and move them into a home.
But I have noticed in the TS3 game lately that when I tried to split up a household and move one Sim to another home, they didn't have any funds at all.
Maybe it was my fault and I should have allotted them some funds from the household, but it didn't even occur to me.
She wasn't part of the family anyway but a stray robber I picked up :D So I just gave her money myself.
