We Wear Bags is a Neighborhood Action Plan (N.A.P.). You can repeal it if you don't like it, as long as you live in the neighborhood where it's happening. If you don't mind using cheats, you can even repeal it instantly using testingCheats on and then shift-clicking the mailbox. If it's happening in another neighborhood, you'll either have to move there or switch to a household that does.
Of course, you can avoid the problem by turning off NPC voting in the Game Options. That won't fix the neighborhoods that already have We Wear Bags, or other N.A.P.s that you don't like, but it will stop it from happening anywhere else.
