Not sure if it’s a bug, but can be annoying when throwing things away.
When directing a sim to throw something away, they will take the time to throw out every trash can in the house/apartment.

If the indoor trashcans are full your sims will empty them in the outdoor trashcan. You can consider getting nano trashcans.
But the trash cans are never full. The trash cans would be completely empty before my sim put a diaper in it. Then, they will take out the trash, and then go around the house taking out every trash can even though they aren’t full.
I have this same issue. Multiple small cans throughout the house and one outdoor can. Whenever a sim needs to throw something out (often because of diapers, bottles and cleaning coop), they'll empty EVERY TRASH CAN IN THE HOUSE. None of them are ever full when this happens
