NPCs stealing plants/garden harvestables

This has been ongoing for a bit now and has happened with ghosts, Patchy, random NPCs and houseguests.  I have autonomous gardening turned off - yet they'll come over and harvest any plants they can ...

Hi ElliAntics​ 

I checked both your save. One had the Self-Sufficient NAP which will totally do what you're seeing and for the other it was currently being voted for (but not active). Maybe it was there in the past when you saw the issue ?
