Please stop culling when "unlimited" is checked

I didn't have mods (except some Curseforge build/buy) until right now, when I went and downloaded a no culling mod. 

I don't really want to have to resort to using a mod. I have a robust PC build that can absolutely handle anything TS4 can throw at it. I set my sim count to Unlimited. I turned off neighborhood stories. I'm trying to seed my neighborhoods with cool, diverse families from the Gallery. While playing rotationally, I arrived to find Britechester entirely empty. Even the Fletcher household was gone. When I looked at some of my other worlds, I saw that a lot of my unplayed (but placed) households had been culled. The Landgraabs had also somehow had a baby, while Johnny Zest had been culled. What the heck?

TS4, STOP THIS. If I choose unlimited sims, GIVE ME UNLIMITED SIMS. Why even have the checkbox if the game is going to override me? If you're going to sell us expansions and worlds galore, let us fill them. If it slows down my computer, let ME choose which ones to cull. Seriously. Stop it. Stop it now. I'm very disappointed to find Britechester basically unplayable and my fully populated 1920s Newcrest only partially populated. If you're going to give us an "unlimited sims" checkbox, then give us unlimited sims.
