Question about scope of updates

Question and not sure where to post it. When you guys patch the game to fix something, is it done with ALL expansions, packs, and kits installed or just base game and the pack causing the issue? If not everything, what's the point? Players are updating a game with everything they have purchased installed. I AM JUST ASKING.!!!!!!
