The Detritus Decor Items...

This isn't my idea. I read it in the comments of a Whiny Brit video.

Make it so the detritus decor items can be repaired with the handiness skill, pay to repair option or with the hire repair service.

In addition, give the detritus items negative moodlets and negative environment points. 

When you hire a repair service a pop-up window should ask for the repair person's budget. That way they will only repair up to a point and not fix everything. 

In build/buy mode all the detritus decor items are flagged as heirloom eligible which seems weird.
