The toddler/infant issues aren't fixed.

I can confirm. This is not fixed. The toddlers are ignored. Every time I try to make my sims take care of my toddler sims they DON'T DO IT AND JUST IGNORE THE TODDLER AND GET RID OF THE TODDLER INTERACTIONS IN THE CUE AND WALK AWAY TO TAKE CARE OF ACTIONS THEY PUT IN THEIR OWN CUE. THIS IS NOT FIXED AND I AM SO UNCOMFORTABLE. It is traumatic to watch my toddler sims be neglected against my will.

Adult sims should be able to take care of the toddlers in their household. No matter how many times I try to fill the sims cue with the same request to put their toddler to bed it just doesn't work. And I can't handle playing something that makes you neglect even fictional children.

I have never used CC or mods or anything of the sort.
