Sorry to bring this up again, but I found in Lilsimsie's gameplay video that the Lovestruck couple's amount can reach 7!
For easier watching, I added brightness and number.
It seems like they are trying to break a Guinness book record about the most couples gazing at the star at the same time.
I am not sure but Lilsimsie may increase the population limit on the lot to exceed 20 which is the default number. If not, that means 14/20 sims on the lot are them!
This is like an international festival because every couple comes from a different world.
