@qessaw When you don't want to play with this new feature that was brought into the game with the patchupdate of the 10th of November and is an integral part of Snowy Escape you can turn it of fairly easy!
Start the game you are playing (this option is available per game) and press the three buttons in the top right corner. Now the options menu opens. Go to gameplay and untick the box I marked in purple!. Now Lifestyles and the sentiments will not be played in that game!

@Trismagistos I unchecked the lifestyles option, removed mods and cc and my toddler still has a festering grudge against her mother because mom tried to play with her. Crazy enough, I don't want my toddler to get irrationally angry when my single mother sim tries to give her dinner.
@jentasticC although you unchecked the lifestyles in game options. The sentiments between your Sims will still exist.
In the situation you desrcibe there could well be a trait incompatibility between the single Sim mother and her toddler or a trait in your toddler that can trigger an angry mode. When your toddler has a mean streak trait or the independend one. I can only advise to let your toddler take their own food. You can fill the inventory of your toddler with left overs so they can take and eat it themselves.
On the other hand this reaction could also be related to one of the mods you have been using. As you stated in your post you deleted the cc and mods. But did you also delete the 'localthumbcache.package' file from the Documents\Electronic Arts\The Sims 4 folder. There could be a residu of these mods still active in the save you are using.

@JoRN1414 toddler (now a child) and mom, and npc neighbor has festering grudge against teen son.
- @jentasticC Well, as it's an NPC it will fade in time and things should be back to normal between them. If your teenager has good enough traits, like manners and sincere, he can maybe make an apology, will be more likely accepted, then maybe they can chat and become best friends. It's all about manners, skills and diplomacy. if you sims are high enough with these skills/traits, they'll be more successful. Hope this helps 🙂
