Add Mayor Whiskers & Captain Whitaker back into game?

TL;DR my new saves are wack, is there a way to add homeless adultless pet households into a save?

i am one of the many people experiencing an issue where if you made a fresh save past a certain patch none of the maxis pet sims populate
the CD ones who live with people(excluding hanoi and the kitty lu family because they are random tenants) were easy enough to fix
had an old base save with them, and found the horses on the gallery to integrate

but Mayor Whiskers and Captain Whitaker are homeless AND familyless, how do i put them into Manage Households so they populate correctly as single pet households
