Aliens placed in the game from library not disguised

I placed several aliens from my library into my new save, which I had collected from other saves (and I had given makeovers to), and they all appeared without their disguises. Is this a bug? Is this a design thing?

My mods are turned off because of the recent update (and to be honest, I haven't used mods since before the last in-game event began. I have been turning them off for the events).

EDITED TO ADD: I am not playing with these aliens, I have dropped them into the world as NPC/townies
