@ellensullens Sorry for the late reply; it looks like your post got lost in the shuffle.
The issue might be the Tray Importer, or it might be your user data folder. Try removing the Tray Importer first, create a new lot, and see what happens when you upload it. (You can take it down right away, so there's no harm in uploading a bare-bones build for testing.)
If this lot is flagged as having custom content, move your entire Sims 4 user data folder out of Documents\Electronic Arts and onto your desktop. When you launch the game, a clean folder will spawn with no content. Don't add anything to it yet; just see whether an upload is also flagged as having cc.
