All NPCs wearing bags
Whenever my Sim goes to a lot, all of the other NPCs that show up are wearing bags on their head, even the paparazzi.
This is because of an active 'We wear Bags' NAP. You can repeal it if you don't like it.

I went searching for some of these NPCs, and while some of them do live in towns where that was the case, most of them did not🤔
It doesn't matter where they live. If they enter the neighborhoods that has the NAP, they will wear the bags.
