Aspirations are not displaying

The "Aspiration" and "Always Active" sections at the top left of the screen are completely empty.
This happens for adults, children, and all other NPC Sims — all aspirations are blank.
However, the aspiration system in the bottom right of the screen is working correctly.
I also tried removing all mods, but the issue was not resolved.
Or is it intended that these sections become empty after completing them once?
When I start a new save, the initial aspirations are displayed properly.
I'm not sure if this is a bug or intended behavior.
