If it is the same lot in 2 different saves, then is more likely something about the lot causing the issue rather than a game bug. So, it would be helpful to know which lot it is so I can test the lot. To follow up on that, I'd appreciate it if you could take a look and then give me the lot name when you next post. That sort of sparks another question. Since it's the same lot in both saves, is it the same house that you've used in both places? If it is, is a premade house, a downloaded lot or a new build? I've played quite a bit in HonB but not on all lots and haven't had any problems on the ones I've played. I rebuilt and played 1 lot in the Bramblewood zone, 2 lots in the New HonB zone and 1 lot in Finchwick. I haven't run into any problems with fences on those 4 lots.
A user folder reset is simply having the game create a new user folder, just like it does when you start the game for the very first time. FYI, by user folder, I mean the "Documents>Electronic Arts>The Sims 4" folder. To reset the folder, all you need to do is rename "The Sims 4" folder to something else or just move it to your desktop or elsewhere on your computer out of the game path. Once you've done either of those, just restart the game and create a new game. The game will automatically create a new folder and all the files and subfolders within. Once you go through making and placing the mandatory sim, go to the lot that's giving you the problem and test to see if it is still happening. Once you know if it is or not, just save and quit. If it is still happening in a vanilla save, then the only options you have are to repair the game, test again and if still happening, do a full uninstall/reinstall.
The next step is to test your current saves. You do that by copying the saves folder from the old user folder to the new one. Start the game and open one of the saves you have the problem happening in and test to see if it is still happening. If it isn't, then quit without saving. Copy your mods folder from the old to the new and also copy any other folders that you have things in that you want to transfer to the new user folder. Screenshots, Config Overrides, custom music, etc. Then start the game, go to the save you tested before and test again. Hopefully, the problem won't be there, but if it is, then the most likely candidate for what is causing the problem is something in your mods folder. Then you'll have to test your mods and CC to identify the problem file and once you have identified what it is, either replace it if there is an updated version available or remove it from your mods folder.
If the problem is still happening in the save the first time you test in the new user folder with only your saves (no mods, etc.), the most likely cause is the lot. And if it is a downloaded lot, you can try bulldozing and replacing the lot with another copy of the downloaded lot, an entirely different lot or building out the lot from scratch. Your choice. One thing you should be aware of concerning lots downloaded from the Gallery is that there are a lot of lots in the gallery that have caused people problems due to one glitch or another due to the way some lot builders do things such as using debug items, using items from packs you don't have, MOO placements and various other ways to use cheats during a build that allow the builder to get around some of the build system limitations. The lot may work fine for whoever built it and the builder gets no errors when they upload. But anyone who downloads the lot gets hit with a variety of issues due to the lot being glitched. Many lots on the Gallery have always been that way. So, when using the Gallery, it's a case of buyer beware. No everything you download will work and a fairly large number will not work right and create problems for you.
