@JackieOlver I don't always see an option to 'ask to leave'. Have you tried any of the mean interactions, as I mentioned in the other post? You will get more options then, and eventually 'fight'. I added some information to a post, so you may not have seen it, but I will paste it below in a minute.
Plus I did have a time when even the fighting (several) did not work (also in the quote pasted below). I'm not sure if the person would have ever left or not, as the place was a restaurant they lived in (living there had made it somewhat glitchy also), but eventually they (offending sim) would have needed a shower or other needs they could not meet at the restaurant, and that area was locked to non-household. That should become an issue for your stranger, unless (as @PugLove888 pointed out) that is using your shower/toilet, etc..
Did you try hovering over the offending sim to get their name and checking them out in the gallery (or deleting them there)? If you want to be kind and they don't have any weirdo traits, you can place them in a lot (or play them in the lot they're already in) and go into the game as that offending sim and have them leave the lot of your sims. (And you may see if they are responding to your instructions there.)
Is it possibly a locked door issue/glitch (see below)? (Door locks can be glitchy sometimes, especially if a sim fancies themselves welcome or are very motivated to get in... but getting out may not work for them. Then they suddenly can't leave and will stay there until they die.)
You can also try locking the door to a room she enters, wait until she gets very agitated, then unlock the door to the room (and make sure the front door is unlocked). Hopefully she will make a bee-line for the exit then.
Are you sure they are not locked in by a glitchy lock (that let them in but not out - also in my last post. I have had that happen more than once. I'll post that below also:
@PugLove888 Yes, I forgot about the 'mean trait'. Yup, that one can be a pain also. ...I had a klepto customer who refused to leave the restaurant (my sims) owned (and lived at). Wow, that was some interaction! After 2 or 3 (I have to admit, satisfying by that point...) brawls, he still wouldn't leave! That was the first time I resorted to leaving the lot and hunting him down (in the gallery), checking out what his deal was (klepto trait, I don't remember what else), then deleting him. Returned to lot - problem solved. It felt a bit odd or like I was cheating, but I got over that obviously. 😉
@JackieOlver I just remembered something else that I have occasionally run into, though I don't think it's what you are describing. I have occasionally had situations where I had locked doors where the person who the door was locked for went in (glitchy lock thing), but it turned out that the reason they would not leave is that the door was locked and they couldn't leave. Go figure. As soon as I unlocked the door (and sometimes then also called they out of that room to expedite the process), they left. Then I re-locked the door.
(Interesting thing to note.... once a non-household sim has been locked in/trapped somewhere long enough to get uncomfortable, they they make a bee-line for home once you unlock the door/get them un-trapped, so you are not likely to need to do anything but the unlock if this glitch happens.)

Sorry its taken me so long to get back to anyone its been a crazy couple of weeks for me. I managed to get her off. No matter what i did was working so i went in and tried some things. I dont play with any mods or anything. I went in to i think it was the build mode but i cant remember unless i'm in game. Basically i gave my house a private dwelling trait and went back in to live mode and used the "Get out" action which (after yelling and asking to leave for what felt like forever) really made this elder angry and she stormed out of my house never to be seen again (At lest near my property)
if this happens again i will definitely try some other options as well

Yay! @JackieOlver I am relieved to hear you successfully got her to leave. So your 'private dwelling' option worked, @PugLove888 ...Good to know! 🙌

@JackieOlver, I'm so happy you finally got rid of that Sim! :eahigh_file::eahigh_file::eahigh_file: (I still couldn't find the information of how I got rid of the stuck Sim I had a few years ago, but then again I haven't had much time to research it since we have new terrain tools and other goodies in last weeks update to play with, plus the Get Famous EP just came out, as well as I've been busy in real life getting ready for Christmas (I'm making some of my gifts, and that takes time)!
I'm also glad you didn't have to resort to killing the stuck Sim or deleting them! 😇 Those are more drastic measures, not to mention a little more time consuming, but they are always good to have in your back pocket! 😉
@JackieOlver, and @SheriGR, In the case of the stuck Sim I had a few years ago, it was a repairman. I had struck up a conversation with him and then he wouldn't leave! 😕 I tried to move him into my household and even had my Sim marry him, and while he wasn't stuck anymore, another repairman took his place and now that repairman was stuck! 😮😠 I don't remember what exactly I did, but I think I did something similar to deleting the Sim like @SheriGR suggested -- except I don't remember actually deleting them... I think I just moved them out of the playable neighborhood. But it was kind of convoluted, and I think it was a bit different than moving a regular NPC Sim out of the playable neighborhood since this was a service NPC who was preforming that service when they got stuck!
@SheriGR, I remember mentioning to give the Private Dwelling lot trait a try, but as I look at my previous posts above, I'm not finding where I first mentioned it!?! 🤨🤔😃 Now I'm wondering if I mentioned it originally on another post, but I only remember this post having a problem with a stuck Sim who wasn't a household member. 🤔 I guess it doesn't matter since @JackieOlver has fixed the problem, but now I'm curious 🤓😃😳
