Can you plant a spy bug/utilize the listening device while on Batuu?

Hi, my hometown hero from Stangerville is visiting Batuu but has run out of vacation days. In order to not fall behind at her job I've been selecting the "work from home" option for her military career. This was going great, I built a basement at the Cantina with gym equipment/treadmill which allowed her to complete her work tasks on Batuu.

However, she is now an "Evidence Eraser" which requires her to plant a bug on another sim. So I added a listening device and bought her some spy bugs. However I haven't had/can't find the option to plant a bug on any of the sims. My question is... Is it possible to plant a bug or use the listening device while on Batuu?
