Cannot call the Royal Convoy to chat in the Pirate's Treasure quest

I am having this same issue.  I have tried going to Manage Worlds, tried using a new Sim, exiting, restarting. Nothing works. I do not play with CC or mods.

Having this same issue, I can't progress the questline since she isn't in my sim's social panel which means she doesn't show up in the phone menu.

Thank you, that option did not show up at all earlier but did when I booted the game back up a few minutes ago.

So it looks like it’s been fixed. That’s great news! I’ll try it out when I get home from work.

On the phone, don't pick Chat With. Keep scrolling down and you will find the Call the Envoy option.  Mine was under Plan a Funeral.

I am having an issue with the "call royal envoy" task in the current event (after viewing paintings). I have technically not met Marina in this save since my game crashed after meeting her in the previous tasks, so she is not in my relationship bar. Further, trying to summon her with both in-game cheats and MCCC does not work (sim not found) since she never spawned into the world.

have you tried playing a bit to see if she shows up ? Travel to another lot to see if the phone appears ? I'm unsure if that helps

I also merged your post with the main thread. There's others having issues and maybe you find a suggestion that helps you.

Quest is to chat with envoy after sim visits museum using the chat function in social category. Envoy does not show up in any sim's phone.
