there is a bug but I'm not sure that's what's going on for you so can you confirm that's how you tried to create a small business
- Create a residential rental lot
- Move your Sims in
- Register a business
- Place a ticket machine
- The lot type should then small business residential and open your business
OR
- Create a residential rental lot
- Move your Sims in
- Go to the map and either buy for example one of the bars or one of the small business lots for your household
- Travel to that lot
- Open the business.
