Cannot hire caterer with Base Game/Go to Work

How often does the bug occur? Every time (100%)
What is your current game version number? 1.89.214.1030
What expansions, game packs, and stuff packs do you have installed? The Sims 4 (Base Game), Holiday Celebration Pack, Get to Work Expansion Pack. I own all packs, and discovered the bug when I wanted to play with just the base game. Through testing with disabling packs I discovered that the problem occurs with just base game alone, or with the Go to Work installed.
Steps: How can we find the bug ourselves? While in live mode, click or select stove/fridge in order to hire Caterer/Chef.
What happens when the bug occurs? Option is not available
What do you expect to see? Option to hire Caterer/Chef.
Have you installed any customization with the game, e.g. Custom Content or Mods? I have tested with and without mods with same result,
Did this issue appear after a specific patch or change you made to your system? I don't know.
