Cannot paint the foundations.

What expansions, game packs, and stuff packs do you have installed? Exp: Seasons, Cats & Dogs, City Living, Get Together and Get to Work Gp: Strangerville, Vampires, Dine Out, Spa Day and Outdoor Retreat. Stuff: Romantic Garden
Steps: How can we find the bug ourselves? Build a house, raise the foundation, try to add any paint or wallpaper to it.
What happens when the bug occurs? After selecting the brick design I want, I click on the foundation and it says nothing to change. I know it is possible as I have done it in the past (a long time ago) plus all the other pre-made houses in the game have foundations which have bricks etc.
What do you expect to see? I expect to be able to change the look of the foundation with any wall pattern.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I cannot use Wall Patterns on my foundation.

I also had a problem with the terrain tools not doing anything, but I found on the forum that deselecting the laptop mode fixes that, which I did and that worked, but it has made no difference to my foundation pattern issues.

I recently started playing sims4 again after not touching it for a year and a lot has changed in that time so I believe the issue happened on an update during that down time. I could not specify which one however as it has been so long.
