Can't Assign Small Business to Residential Lot

I just finished contacting support and they said that it's a bug they're going to look into, but told me to post here...
So, I'm really hoping for some help. I am trying to create a small business out of a household lot, but when I try to assign it to my "Residential (Small Business)" lot it doesn't show it as a valid option.
I have tried trouble shooting by making sure that it starts as a residential lot first and then registering a small business first and having the game auto-change the lot setting to the small business lot. I have also tried completely bulldozing the lot and then adding back the build from the gallery.
If anyone has had any success with getting this to work please let me know.
