Ok, I don't want to suggest things you've already done so it might help if you could share a list of the things you've already tried. I was also wondering, do you see a notification when you enter the cheat that says it's on??

I've tried clearing my cache, repairing the game, cleaning out my mods folders, removing mods, resting the cheat, turning it off exiting and coming back, I've tried it with testingcheats true on and with it off, typing it with bb.moveobjects on, updating the game, closing the game and restarting my laptop altogether. I know to hold the alt button when placing an object.

I understand and thanks for sharing more about what you're having trouble moving. For things like surfaces (your desks, tables, etc.), there's a trick to it: could you try placing the clutter on the ground, raising it to the level of the surface, placing the surface under the clutter and making sure 'moveobjects' is active? That might help with moving items to those.
For things like fridges, they may snap into place next to a counter even when holding the 'alt' key. The couch though...could you try to place a chair or some other kind of freestanding object in an empty room or even outside, hold 'alt', and see if you can free place?
Also, is the issue with free placing or free rotate?

I wonder... when I've run into issues with the shortcuts not working before, it was because I had turned on 'game mode' on my keyboard. Something similar might have happened here too.
Just in case, let's test to see if the ALT key button is registering when you select it. Could you try 'Alt' + 'Tab' to see if it lets you toggle between web pages?

Since the Alt key doesn't seem to be registering outside the game, it might be the key itself causing the issue. Here are a couple of suggestions that might help:
- Check for Debris: Sometimes dust or small debris can get trapped under the keys. Gently cleaning around the key might help.
- Keyboard Settings: Make sure that the Alt key hasn't been disabled in your keyboard settings. You can check this in the control panel or system settings of your computer.
