Can't Pay my Bills

hey ya'll. im having an issue with my sims. everything was fine until i moved into Del Sol Valley, into Chateau Peak (top mansion on the hill in the celebrity area). i got the notification that my bills were due, and went to pay, it said i owed +$15. my sim went thru the motions of paying bills, nothing was added or removed from my funds, but i assumed all was well. well, now my sim has no water and no power, and the bill wont let me pay it at all. im all up to date, repaired it, and do not play with mods. has anyone found a workaround or fix for this?? would be great if EA worked on fixing what they have instead of introducing more stuff. ive attached a screenshot of what the bills screen says.
